Our man in Moscow - Burns, and his Caucasus reports

This link is of the cable sent after Chechnya's boy president and 'man with the golden gun' Ramzan Kadyrov celebrated his first 100 days of rule. Best line is how Kadyrov is proved clearly to be the strongest figure in the Caucasus because when his 10-year old nephew crashed a car he was driving and lay in a coma, notables from all over felt it necessary to make the pilgrimage to Chechnya's capital Groznyy to condole with Kadyrov. Yes, a 10 year old driving!
